Outes is a municipality in the Noia comarca, in the southwest of the province of A Coruña, in Galicia. It covers more than half of the northern side of the Muros and Noia ria, formed by the Tambre river. Its capital and most populated place is A Serra de Outes.

The municipality groups several parishes, among them O Freixo de Sabardes, Cando, Róo, Tarás, Valadares and Outeiro. O Freixo is a shellfish port on the ria. Where the Tambre meets the sea, the Esteiro do Tambre protects the wetlands of its mouth.
